The Board of Governors of the
Colorado State University System

The Board of Governors consists of 15 members, nine of which are appointed by the governor of Colorado to serve four-year terms as voting members. Voting members may be appointed to a maximum of two four-year terms.

The six non-voting members represent Colorado State University, Colorado State University-Pueblo, and Colorado State University-Global Campus. One faculty member and one student leader are representatives from each university.

Dorothy Horrell

Dorothy Horrell

Dorothy Horrell has a distinguished career in higher education spanning nearly three decades, including service as President of the Community Colleges of Colorado and President of Red Rocks Community College in Lakewood. She has led the Bonfils-Stanton Foundation as president since 2002.

Governor Horrell is from Holyoke, Colorado and attended Colorado State University, where she received her bachelor’s through Ph.D. She is married to Theodore W. Horrell

William E. Mosher

Bill Mosher

William E. Mosher is the Senior Managing Director of Trammell Crow Company, a nationally recognized leader in real estate development and investment activities.  Governor Mosher also serves as the CEO of the Denver Convention Center Hotel Authority, the non-profit corporation that financed and constructed and the current owner of the Hyatt Convention Center Hotel.

Governor Mosher formed the Mosher Sullivan Development Partners in 2003 and previously served as the President of the Downtown Denver Partnership.  He holds a Master of Science in Urban and Regional Planning from the University of Arizona.  Among his numerous professional affiliations/community involvement activities, Governor Mosher served as a Board Member and Past Chair for the Board of the Denver Housing Authority; the Chairman of the 2006 Bond Committee & Oversight Committee for the Denver Public Schools; and the Colorado District Council Chair for the Urban Land Institute.

Dennis E. Flores

Dennis Flores

Dennis E. Flores is from Pueblo and is an insurance executive and a member and the current Treasurer of the Latino Chamber Development Corporation, where he also served as the past chairman.

Governor Flores also is an advisory board member of U.S. Bank-Pueblo and serves on the president’s advisory council for CSU-Pueblo. He served two (four-year) terms in the Pueblo School District.

Governor Flores graduated from the University of Southern Colorado, which is now Colorado State University-Pueblo.

Scott C. Johnson

Scott Johnson

Scott C. Johnson is the owner and operator of Flying Diamond Ranch and is from Kit Carson. He is a fourth generation graduate of CSU.

Governor Johnson currently serves on the Board of Directors for the Colorado Humane Society & Society for the Prevention of Cruelty to Animals. He also serves on the Board of Directors of the National Cattlemens Beef Association, the Association’s 401K Administration Committee, and is a trustee of the National Cattlemens Beef Association Foundation. Governor Johnson serves as a member of the National Western Stock Show and Colorado Farm Bureau. He served as president of the Colorado Livestock Association and was treasurer of the Colorado Cattlemens Association.

Governor Johnson is a basketball coach for Kit Carson High School and a lifetime member of the Kit Carson Historical Society as well as a trustee of Kit Carson United Methodist Church. He has a bachelor’s degree from Colorado State University and has conducted master’s course work at the university.

Ed Haselden

Ed J. Haselden holds degrees in Architectural Engineering and in Business Finance from the University of Colorado.

As President and CEO of Haselden Construction in Denver, Colorado, he is responsible for strategic direction, growth, and leadership development and indirectly responsible for the company's business development, preconstruction and financial management functions. He serves on the Executive Committee and Board of Directors for Mile High United Way as well as the Boy Scouts of America Mile High Council and the Douglas County Catholic Schools Corporation Board of Trustees.

Governor Haselden is also a Board Member of the Denver Metro Chamber of Commerce, serves on the Denver Metro Economic Development Corporation Executive Committee and the U.S. Bank of Board Advisors.

Mark A. Gustafson

Mark Gustafson

Mark Gustafson is the Director of the International Beef Sales Division for JBS in Greeley, Colorado.  He held the same position starting in 1995 with ConAgra Beef Company before CBC was joined in 2002 with ConAgra’s fresh pork division to form Swift & Company.

Governor Gustafson joined ConAgra from the U.S. Meat Export Federation, where he worked for 11 years, most recently as Vice President of Technical Services and Research. A graduate of the University of Wyoming with a degree in Animal Science, Governor Gustafson began his career with Monfort, the forerunner of ConAgra Beef Company and Swift and Company, where he worked from 1978 through 1984 in production, production scheduling and international sales.

Governor Gustafson has been active in the industry, serving on the Secretary of Agriculture’s Advisory Committee for Meat and Poultry Inspection; the Agriculture Trade Advisory Committee; and the International Trade Committee of the National Cattlemen’s Beef Association. He is also a member of the Executive Committee of the National Western Stock Show, and the Board of Directors for the International Stockmen’s Educational Foundation.

Mary Lou Makepeace

Mary Lou Makepeace

The first female mayor of Colorado Springs,  Mary Lou Makepeace  was elected to two terms after  serving 12 years on the Colorado Springs City Council.  She has served on several state, local and national committees including the Colorado Space Advisory Committee, the Policy Advisory Council of the American Public Power Association, the Energy Committee of the U.S.  Conference  of Mayors and the Leadership Training Council of the National League of Cities.  Governor Makepeace has been the Executive Director of Leadership Pikes Peak and  Vice President of the Gill Foundation. 

Currently, Governor Makepeace is an adjunct  faculty member at the University of Colorado at Colorado Springs.  She has a master’s  degree in public affairs from the University of Colorado and a bachelor’s  degree in journalism from the University of North Dakota

Demetri E. "Rico" Munn

Rico Munn

Demetri E. "Rico" Munn is a Litigation Partner at the law firm of BakerHostetler.  He holds a Juris Doctor from the Sturm College of Law at the University of Denver and graduated Cum Laude with a B.A. in Secondary Education and Social Sciences from Midland Lutheran College. Governor Munn is also an Adjunct Professor of Law at the Sturm College of Law and has lectured and written on the topics of leadership, public policy, ethics, human rights and civil liberties.

Governor Munn has held several gubernatorial appointments including the Executive Director of the Colorado Department of Higher Education and the Executive Director of the Colorado Department of Regulatory Agencies. His service on governing boards includes the Board of the National Association of State Boards of Education; the Board of the Western Interstate Commission for Higher Education; and the Executive Council of the Colorado Bar Association. Governor Munn has served in several nonprofit leadership roles including for Amnesty International; The Denver Foundation; and The Denver Scholarship Foundation.  From 2003-2007, he was an elected member of the Colorado State Board of Education.

Governor Munn resides in Denver.  He is a devoted husband and father of two children.

Joseph C. Zimlich

Joseph Zimlich

Joseph C. Zimlich is the Chief Executive Officer of Bohemian Companies. Bohemian Companies is a private family financial and investment office that includes the Bohemian Foundation, a family foundation, and Bohemian Asset Management. Governor Zimlich previously served as a manager in mergers and acquisitions and as a specialist in the not-for-profit and banking industries, both at an international accounting firm.

Governor Zimlich has held board of director level positions in the following industries: technology, semi-conductors, water filtration, trust, private and commercial banking, food service, and venture-capital funds. In addition to service on the CSUS Board of Governors, he currently serves as a Board member for the Bohemian Foundation, First Western Trust Bank, and Third Way.

Governor Zimlich graduated from the University of Iowa with a BBA in Accounting. He is a Certified Public Accountant (CPA) and a Professional in Human Resources (PHR). He is active in his community of Fort Collins, Colorado, notably with his previous involvement with Colorado State University’s Global Leadership Council, EnviroFit International, the Economic Opportunities Advising Committee, Community Development Block Grant Committee, Fort Collins Museum of Discovery, Human Resources Ordinance Task Force, and Leadership Fort Collins.
